Popularity is *almost* useless early in the game, and if you have an early factory, you are likely the ONLY one with a factory, and you are likely looking for the shortest game possible. Scythe comes with a stack of cards split between combat, objectives, factory, automa, and encounter cards. They are high enough quality that I haven't felt the need to sleeve them, and they are only really shuffled at the start of a game, so they aren't exposed to much wear and tear anyway.
